You might be partially right, but the history of the FAA (and other sequester "cuts") does place the blame in a rather lopsided assignment. The whole thing was a White House idea from the corruptocrat Jack Lew, now Treasury Secretary, thinking the Republican wimps would never let it happen. They had always caved before on tax increases which was the real goal, not spending cuts. Someone seems to have spiked the Republican water cooler with testosterone and growth hormone because they actually grew a pair to go with a new spine.

When it did happen the Administration was determined to make it as painful as possible to as many as possible. Close National Parks and White House tours, cut back on the flu vaccine program, spread stories of impending doom and of course the FAA thing. Unfortunately, the non-Plantation Media blew the secret: there were no cuts and the budgets were higher this year than last. The FAA Administrator looked like a total fool in front of the Congressional hearing...the cat was out of the bag.

The House had passed resolutions like this before but Harry Reid would not let them come up in the Senate and Hussein threatened to veto them anyway if they passed. When the heat got too bad, the White House caved and Dingy Harry passed it in the Senate and they went home. The House merely passed it again and the adolescent in the White House signed it to get the heat off by this weekend with hopes that it will be forgotten by 2014.

The Republican blame is their failure to challenge the lack of a budget for the last four years, but instead wimping out on "Continuing Resolutions"...each one giving the government more money than the last through "Baseline Budgeting" whereby the budget automatically increases 7% each year. Less than 7% increase is called a cut...not at my house. Each year they caved on the budget and the debt ceiling and if you plot the increases since the last budget in 2008 they became accessories, co-conspirators and a national disgrace. Obama overplaying his hand on the FAA may actually inspires some of these slugs to do what is needed.

Sorry for the rant, but for the productive this FAA thing may be a turning point.
