So what is new here anyway? When they had the controllers strike years back some tried to become dispatchers for the Washington State Patrol from the information that was available most didn't make the cut or gave up as they couldn't do the job.

And welcome to the real world have seen the same thing on jobs everywhere and contracts awarded the same way.
