It's called a telegram window or telegram door. Originally For passing weather updates to pilots without shutting down. Started in 1920s. You'll see it on aircraft like the Cherokee and some Beechcraft too

I decided to download this image and work with it a little just for the heck of it. I adjusted the color balance, contrast, clarity, sharpness, and saturation, and it looked a little better. It still looked like one I would have discarded myself though. I agree with Elliot Williams too, how in the world did this get picked? Not to be arrogant, but I have uploaded some I think are pretty good and that have never been picked. Go figure.
