I'm not used to referring to a Dash 8 as a jet, but maybe that's just me... Sorry that this type had another issue, but I'm glad that nobody was hurt too badly.

VIDEO of the landing. Reportedly the a/c experienced a blown tire on take-off from Calgary and diverted to Edmonton because of high cross winds in Calgary.

EDIT: Looking at the picture I see the prop and engine cowling are damaged on the left side of the a/c i.e. side opposite the gear collapse so the incident doesn't seem to have been precipitated by a landing gear failure. Perhaps high cross winds are to blame.

I don't think the winds were too strong at YYC (under 15 knots), and the Q400 has a demonstrated crosswind limit of 32 knots. Unless the pilot made a serious mistake then I don't think that crosswinds are to blame. This wouldn't be the first time that I've seen a landing gear failure on the Q400. If it landed with a blown tire then it would have most likely caused the gear to collapse.

They confirmed it was a blown tire on takeoff, and deemed YYC too dangerous to land at with said blown tire with the winds they were experiencing. Optioned to go to YEG and make landing there, at the end of the day it's a good landing with only three injured, which they walked away from first. Compliments to the PIC for making these decisions and sparing us what could have been a tragedy.
