As if one needed this report, which will be ignored by them anyway, as a reason.

I wonder if any of the top brass of our Indian Polity cares
They are getting their underhand shares directly deposited in Swiss banks and the like
Bureaucrats are getting their shares in kind and cash.
So who cares ?
And why ?

The question that seems obvious to me is how was the "mandatory" testing circumvented? And why did it take so long to discover?

Easy
Bribe the supervisory system.
In cash AND in kind
False reports are easy to obtain
Like false licences, ground or sea or air transport
Just like business licences or University qualifications

Yes, you're probably right. There's uncaring, undisciplined, unscrupulous people everywhere, and as the world population grows these type people find it easier to operate.

In my country, a few years ago a senior judge of Anti Corruption Court, Pune, Maharashtra, was caught red handed while accepting bribe for agreeing to grant acquittal to an undertrial

With no malice, during last 100 years or so, the US has become a guiding star , a beacon in all areas of profession.
To what extent the "learners" adopt and adapt , varies from jurisdiction to jurisdiction.

Backlash of the decision to act legally, the pilots' union has threatened to go on strike. Their 'objections' against legal actions are as illogical as they are "illegal".
Fight law with law not any other way.
Unionism has no place in the realm of Law

To which vastly Islamic country do you refer? I'm pretty sure India is a vastly Hindu country, that's why there was Partition!

About 175 million officially recorded according to the stats. Suppose still a drop in the bucket.

Yes, it IS a drop in the bucket because no census or atlas refers to India as a "vastly" Islamic country! The majority religion of that country is Hindu; Muslims are the MINORITY, so a little exaggeration on your part....

Having said that, I recall once flying what was known as the Indian Hajj - from 5 different cities to/from Saudi Arabia. It was interesting to say the least and very colorful.
