Suspect the dragon is the unit symbol for the 15th Strike wing. Also, suspect no -28s were ever assigned to the 15th. I'm not Ait Force but the place where I saw the biggest Gaggle of these actually in service was Laredo. Some three digit Training Sqdn.
The Aussies can paint whatever they want to on her, she's a sweet ol' bird. I got to do about an hour and a half in the back seat in one on a ferry hop in Texas back in the 80s. Love those round motors.
