Calvin you are probably correct. It might be a photo shop but who cares, it's a cool photo.
I was born and raised on Long Island about 40 mi. NE of Kennedy airport and yes it gets cold and lousy there in the winter. I worked in commercial fishing back in the 60's and have slid around on more than one deck that was iced over. That's why I have lived in So. California since 1970.

Yes on a USN Amphibious Assault Ship in Hong Kong. That is Hong Kong Island in the background. Not cold, just very humid low cloud.
