I thought Santa had the rare ALL AIRCRAFT type rating.

Yes he does.... But in the article it says that those ratings are related only to the Sleigh... Santa is not fully certified on the B20J aircraft.

The FAA inspector told Santa: "Your type rating does not include the B20J!"
